Import Only is useful to upload the tokens to Azure without assigning to a user or activating. It allows taking the .csv file directly from the manufacturer and uploading without having to edit the .csv to assign users. It gets the tokens into Azure without assigning to a user and enables managing the tokens in the App
- The .csv file can contain upn's, but they are ignored (the column is still required but the upn field can be empty).

- With Import Only the token is now added to Azure but not assigned to a user OR activated.

- Using Import Only means the token can't be managed via the Azure OATH Tokens (Preview) page either. Once the tokens are imported they can only be managed via the Token2 Inventory App or via Graph commands.
